Position Overview

This position is accountable for aiding the Civil Rights Bureau Chief in planning, developing, implementing, and monitoring the department's Affirmative Action Program. This includes data collection and analyzation, maintains the department's skills bank, selection process, complaint investigation, promotion, recruitment, and training. In the absence of the Civil Rights Bureau Chief, this position serves as lead worker to staff and provides day-to-day guidance on projects.

Essential Functions

• Implements and monitors the department’s Affirmative Action (AA) Plan and makes recommendations for changes to the Civil Rights Bureau Chief.
• In the absence of the Civil Rights Bureau Chief, serves as lead worker to staff and provides day-to-day guidance on projects.
• Provides accurate and comprehensive advice to the Civil Rights Bureau Chief on administrative matters impacting the Bureau of Civil Rights.
• Generates and analyzes personnel statistics to identify problem areas and for inclusion in the department’s AA Plan.
• Investigates, analyzes, and makes recommendations on complaints of employment discrimination and harassment. Reviews Civil Rights Specialist investigatory reports for errors and completeness.
• Assists the Office of Chief Counsel in preparing department responses for judicial litigation and in response to state and federal administrative complaints.
• Provides civil rights counseling and/or training to management staff and employees so that all levels of employees are informed of their rights and obligations.
• Assists in the development of civil rights training programs for management staff and employees.
• Coordinates recruitment efforts with the Bureau of Personnel Management.
• Performs other duties as assigned.

Minimum Qualifications

• Completion of a bachelor’s degree majoring in public administration, political science, sociology, history, legal studies, or a related field PLUS three years of experience implementing or monitoring Affirmative Action (AA) plans, monitoring compliance with state/federal Equal Employment Opportunity (EEO) laws, analyzing workforce utilization data, conducting investigations of discrimination or harassment complaints, recruiting minority/female program activities within human resources, preparing judicial litigation responses, conducting training programs, or a combination thereof; OR Eleven years of experience implementing or monitoring AA plans, monitoring compliance with state/federal EEO laws, analyzing workforce utilization data, conducting investigations of discrimination or harassment complaints, recruiting minority/female program activities within human resources, preparing judicial litigation responses, conducting training programs, or a combination thereof.

Preferred Qualifications

• Extensive training and experience related to state/federal civil rights laws and regulations.
• Ability to investigate, document, analyze, and provide accurate statistical analyses and reports.
• Ability to develop and maintain harmonious relationships with employees, agency officials, and outside entities.
