Job Description



AECOM seeks an experienced, proven Program Manager to lead and support Comprehensive Long Term Environmental Action Navy (CLEAN) environmental remediation projects and program in the Pacific. The candidate may work remotely within the Honolulu but will be expected to travel to specific project sites periodically for possibly extended periods of time. Our DON clients expect us to bring the best people, ideas, technical expertise and digital solutions to our work in the environmental market space.

CLEAN Program Manager will have a proven track record of:

  • Managing and leading federal performance based/Time Material environmental remediation projects and Program
  • Familiarity with CLEAN environmental programs, contaminants and organizational framework of the agency
  • Extensive DOD and CLEAN Experience in Hawaii and Guam.
  • Managing and directing professional and technical staff to complete complex environmental projects and Program
  • Achieving contractual performance and financial milestones

Other responsibilities of this position include, but are not limited to, those listed below:

  • Familiar with project invoicing and cash flow management
  • Analyzes financial statements and completes budget tracking
  • Performs work with minimal direction with periodic reporting to internal regional and environmental management
  • Performs complex assignments often requiring the development of unique solutions to problems with the support of the project team
  • Supervises mid-level and senior staff during all phases of project work
  • Conducts reviews and provides staff feedback for continued improvement

  • Oversee and develop technical approaches and cost estimates for proposals
  • Provides technical direction and guidance to subordinate managers, enforces company and project policies, maintains close client interface, and ensures all facets of the project are constructed in accordance with design, budget and schedule through subordinate managers and supervisors. 

 

Qualifications



Minimum Requirements

  • Bachelor’s degree in engineering, Geology, Environmental Science or related discipline and 8 years of relevant experience or demonstrated equivalency of experience and/or education
  • Due to the nature of the work, U.S. Citizenship is required.
  • Valid U.S. Driver's License is required.
  • Must successfully pass preemployment background check

Qualifications

  • Professional license (PG, PE) or registration (PMP, CHMM) or ability to obtain within 6 months of hire.
  • Ability to successfully obtain a DBIDs pass to gain access to any required federal military installation site locations.
  • Master’s degree in environmental engineering, Geology, Environmental Science, or related discipline.
  • Familiarity with CLEAN environmental cleanup programs (CERCLA, RCRA, etc.)
  • 30 years of relevant experience overseeing large scale programs
  • Strong knowledge and track record in the environmental / remediation business inclusive of risk-based strategic asset management and advocacy in multiple state jurisdictions working for an Environmental Consultant
  • Respected people manager and successful team builder
  • Exceptional communication skills, both written and verbal, with the ability to clearly articulate messages to a variety of audiences
  • Ability to influence others and move toward a common vision or goal
  • Flexible and adaptable; able to work in ambiguous situations
  • Resilient and tenacious with a propensity to persevere
  • Must be a team player and able to work collaboratively with and through others
  • Acute business acumen and understanding of organizational issues and challenges
  • Utilizes existing technologies and past experience to develop technical solutions to complex problems
