Job Description and Duties

Under supervision of the Staff Services Manager I, in the Department of State Hospitals, Classification and Pay Unit, the Staff Services Analyst is an entry level analyst who performs work of average difficulty in a wide variety of consultative and analytical staff services assignments.  This includes providing timely and appropriate personnel management consultation and technical assistance to department managers, supervisors, hospital personnel staff and departmental employees.

Working Conditions

• This position is physically located in Sacramento and is currently offered with the potential for a hybrid work environment. Consistent with Policy Directive 5338, Telework may be considered with prior approval from management. If approved, incumbent is expected to report to work at the Allenby building at least twice per week, as directed by their supervisor. Travel throughout California site visits, including overnight travel, to DSH partnered treatment facilities will be required with prior notice.
• DSH-Sacramento is located at an 11 floor high rise building.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of and experience with Performance Management in State Government
• Knowledge of and experience with Requests for Position Action (RPAs)
• Knowledge of California Department of Human Resources, State Personnel Board, and State Controller’s Office laws and rules
• Excellent writing skills
• Ability to handle sensitive/confidential material and information that may, at times, be disconcerting
• Comfortable working with all levels of supervisors and management
• Ability to organize and establish workload priorities and work well under pressure
• Ability to exercise initiative and flexibility
• Ability to work effectively both independently and cooperatively with others
• Ability to effectively communi cate, both orally and in writing

• Experience with essential business software including but not limited to; Adobe, Acrobat Pro, Microsoft Outlook, Word, Excel, PowerPoint, Visio, etc.

Statement of Qualifications

The Statement of Qualifications (SOQ) must be typed in Arial 12 pt. font, contain 1-inch margins and contain no more than 2 pages. To be considered for an interview your SOQ must address each of the following questions:

1. Please describe your experience working in a Human Resources environment.
2. Please describe a situation where you successfully built effective working relationships with stakeholders (Union Organization, Control Agency, Community Partner, Senior Management, Executive Leadership, Training Partners, etc.) in order to accomplish an important result. What did you do and what was the outcome?
3. Describe a situation in which you were required to perform analysis and provide recommendations on a complex problem to stakeholders/management. What steps did you take and what was the outcome?

Transcripts must include the date(s) the diploma, certificate, or degree was awarded.
