Position Overview

We are looking for an experienced and strategic grant specialist/monitor to work at the Illinois Criminal Justice Information Authority in the Federal and State Grants Unit (FSGU). FSGU offers a rich environment for a self-driven person with experience. The grant specialist responsibilities include managing overall grant efforts, optimizing the grant administration process, writing and editing components of grant proposals, ensuring compliance with grant regulations, reviewing grant proposals, managing grant databases reviewing progress and financial reports. Please note that the training period will ranges from 6-12months. The ideal candidate for this role should have superior organizational skills, exceptional budgeting and monitoring skills. The outstanding grant specialist should re-enforce relationships with grantees, ensure that grant programs operate efficiently and streamline grant administration. As a grant specialist your skills and expertise in managing grants will aid in serving the public by securing continuous funding, improving grant programming through effective funding programs, and executing meaningful projects.

Essential Functions

  • Receives on the job training, for a period of 6 to12 months, in reviewing and analyzing proposals and budgets at various stages of the lifecycle, including application, amendment or other submission stages, to determine qualifications and compliance with program and budget requirements; studies manuals and program guidelines to familiarize with Agency program policies and procedures.
  • Completes assignments of increasing difficulty involving the review and analysis of quarterly and close-out program and fiscal reports, confers with agency staff to ensure findings are based on valid reasoning; notifies grantees regarding missing justifications, corrections or revisions.
  • Reviews allocation requests and receives guidance and mentoring from Grant Team members to determine approvability of request; conducts grant programs research to better understand the program goals and objectives; drafts recommendations based on research.
  • Reviews and analyzes a sample number for quarterly subcontract programs and fiscal reports submitted by grantees; identifies concerns; researches agency records and other related fiscal and grant documents to substantiate and resolve problems; upon supervisor's approval, notifies grantees regarding issues identified and with guidance assists with resolving; requests missing information or documentation, identifies violations to grant requirements via phone, written correspondence or email.; Translates and interprets, both orally and in writing, for Spanish speaking grantee.
  • Utilizes computer software and equipment to research the development, review process and revision of budget, fiscal report, site visit and compliance review procedures and forms; compiles data and presents finding recommending changes and/or updates to current procedures and forms.
  • Completes a variety of support functions such as, but not limited to: preparing and distributing written drafts and final reports of site review findings that describe major strengths and weaknesses identified in the review; develops recommendations for changes, enhancements and/or corrective actions; monitors and evaluates remediation
    efforts.
  • Assists in tracking grantee program performance, enters tracking data into the grant monitoring system; documents performance issues and communication with grantees concerning performance; complies data for reports and program performance evaluations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college with coursework in law, criminal justice, government, public administration, sociology, accounting or political science.
  • Requires the ability to speak and write in Spanish at a colloquial skill level.

Preferred Qualifications

  • Prefers one year of experience performing grant-related post award functions, including budget and expense analysis, compliance monitoring, programmatic reports, financial status reports, final reimbursement request, and final reporting.
  • Prefers one year and working knowledge of grants and government funding resources including data sources necessary for developing grant proposals.
  • Prefers one year of professional experience generating written documentation in an accurate, concise, legible and timely manner as required by the position.
  • Prefers one year of experience conducting research and analytical activities independently and as a member of a team with internal and external partners

  • Requires the ability to work remotely and in-person as operational needs require.
