About this Role:

Program Policy Analyst Wanted! Within the Integrated Systems of Care Division, our California Children’s Services Policy Unit is searching for an individual skilled in a wide variety of consultative and analytical assignments, such as: conducting and/or reviewing analytical studies and surveys; formulating procedures, policies, and program alternatives; making recommendations on a broad spectrum of administrative and program-related problems; reviewing and analyzing proposed legislation and advising management on the potential impact. The work performed is essential for providing services to California’s children and youth with special healthcare needs. Join us to make a difference.

Results from the AGPA and SSA examinations  currently in progress will be utilized for filling this position.

Statement of Qualifications Instructions Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience qualifies them for the position. The SOQ serves as a documentation of the applicant's ability to present information clearly and provide DHCS with additional information about their experience and qualifications concisely in writing. Resumes do not take the place of the SOQ.

Provide specific details and examples that clearly demonstrate how your training, experienced, and education qualifies you for the position. Refer to the duty statement to prepare your response. Applicants who do not submit a completed SOQ or whose writing exceeds the page limitations will not be considered or scored. All information in the SOQ is subject to verification.

Your SOQ should be typed, include your name on the top of the first page, maximum of 2 (two) pages double spaced in length, in Arial 12 point font, and address the following statement:

Please submit an SOQ detailing your experience, skills, and knowledge in relation to the desirable qualifications outlined in the duty statement, demonstrating how you meet the requirements for the position.

Candidate who do not complete and submit an SOQ may not be considered for this position.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Must be able to assess a situation, receive input from stakeholders, and recommend a reasoned course of action for management approval.
• Must have the ability to approach a problem by using a logical, systematic, sequential approach.
• The ability to listen to others and communicate in an effective manner. The ability to communicate ideas, thoughts, and facts in writing. The ability/skill to use correct grammar, correct spelling, sentence and document structure, accepted document formatting, and special literary techniques to communicate a message in writing.

Telework Information

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
